To gain power, one does not necessarily need strength. Power can be gained through relationships, lies, deceit, ruthlessness and lack of conscience. Or through inheritance of rank or money. The goal of power is always external.
Strength can only come from one’s own inner truth. He who has inner strength no longer has any desire for worldly power.
Thus, it can be said that power is the substitute for the people who do not have their own inner strength.
